{"id":3605,"date":"2026-05-03T13:47:50","date_gmt":"2026-05-03T11:47:50","guid":{"rendered":"https:\/\/www.scientistrebellion.nl\/?p=3605"},"modified":"2026-05-03T15:09:52","modified_gmt":"2026-05-03T13:09:52","slug":"transitioning-away-from-fossil-fuels","status":"publish","type":"post","link":"https:\/\/www.scientistrebellion.nl\/index.php\/en\/2026\/05\/03\/transitioning-away-from-fossil-fuels\/","title":{"rendered":"Transitioning away from Fossil Fuels"},"content":{"rendered":"\n<p><strong>There is some good news: Last month, the <em>First Conference on Transitioning away from Fossil Fuels<\/em> was held, in Santa Marta, Columbia, from 24 to 29 April. <sup><a href=\"#footnote_1_3605\" id=\"identifier_1_3605\" class=\"footnote-link footnote-identifier-link\" title=\"https:\/\/transitionawayconference.com\/home\">1<\/a><\/sup> This conference came out of the COP-conferences but is not part of it. Rather, these conferences\u2014<em>plural<\/em>, because the next one is already planned, for next year <sup><a href=\"#footnote_2_3605\" id=\"identifier_2_3605\" class=\"footnote-link footnote-identifier-link\" title=\"https:\/\/www.government.nl\/latest\/news\/2026\/04\/29\/transitioning-away-from-fossil-fuels-conference-concludes-with-5-key-deliverables\">2<\/a><\/sup> \u2014are meant to complement the COP-conferences. They bring together countries that want to actively phase out fossil and move towards renewable energy.<\/strong><\/p>\n\n\n\n<p>Here\u2019s some context that can help to appreciate what is special about this.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The UNFCCC<\/h2>\n\n\n\n<p>Based on the 1992 <em>United Nations Framework Convention on Climate Change<\/em>, almost all countries in the world come together each year for a COP-meeting, rotating between continents. <sup><a href=\"#footnote_3_3605\" id=\"identifier_3_3605\" class=\"footnote-link footnote-identifier-link\" title=\"https:\/\/unfccc.int\/process-and-meetings\/united-nations-framework-convention-on-climate-change\">3<\/a><\/sup> The <em>Framework Convention<\/em> is primarily a framework and contains one general objective: \u2018stabilization of greenhouse gas concentrations in the atmosphere at a level that would prevent dangerous anthropogenic interference with the climate system\u2019.<\/p>\n\n\n\n<p>If countries want to make more specific treaties, with legally binding duties, they can do that during the COP-meetings. So, at COP-3 (1997), countries made the <em>Kyoto Protocol<\/em>. <sup><a href=\"#footnote_4_3605\" id=\"identifier_4_3605\" class=\"footnote-link footnote-identifier-link\" title=\"https:\/\/en.wikipedia.org\/wiki\/Kyoto_Protocol\">4<\/a><\/sup> It contained specific, legally binding duties to reduce greenhouse gas emissions. It was a relative failure, precisely because key countries did not like these binding duties and did not ratify (US) or withdrew (Canada). <sup><a href=\"#footnote_5_3605\" id=\"identifier_5_3605\" class=\"footnote-link footnote-identifier-link\" title=\"https:\/\/en.wikipedia.org\/wiki\/Views_on_the_Kyoto_Protocol\">5<\/a><\/sup><\/p>\n\n\n\n<p>At COP-21 (2015), countries made the <em>Paris Agreement<\/em>. <sup><a href=\"#footnote_6_3605\" id=\"identifier_6_3605\" class=\"footnote-link footnote-identifier-link\" title=\"https:\/\/en.wikipedia.org\/wiki\/Paris_Agreement\">6<\/a><\/sup> Its key objective is to limit the rise of global average temperature to well below 2 \u00b0C and make efforts to limit this to 1.5 \u00b0C. This objective struck a balance between the vague objective of the <em>UNFCC<\/em> and the strict duties of the <em>Kyoto Protocol<\/em> and is considered a success. Nevertheless, questions about which countries need to take which measures are, of course, heatedly debated and negotiated, both nationally and internationally.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Climate justice<\/h2>\n\n\n\n<p>Such questions relate to climate justice. Its basic idea is that countries that have benefited most from using fossil fuels for decennia (the global North, and rich people worldwide), and have thus contributed to climate change, need to make significant efforts to transition from fossil to renewable, whereas countries that have not used, or are currently not using, a lot of fossil fuels, but are suffering most from climate change (the global South, and poor people worldwide), need to receive support and funds to transition from fossil to renewable.<\/p>\n\n\n\n<p>Some of this is captured in the notion of \u2018common but differentiated responsibilities and respective capabilities\u2019 (<em>Paris Agreement<\/em> art. 2.2). COP-meetings work on the basis of unanimity. All countries need to agree. It is therefore easy, e.g., for one or several countries that benefit from extracting and selling fossil fuels, to veto proposals to transition from fossil to renewable. <sup><a href=\"#footnote_8_3605\" id=\"identifier_8_3605\" class=\"footnote-link footnote-identifier-link\" title=\"https:\/\/www.nature.com\/articles\/d41586-025-03802-1\">8<\/a><\/sup> Tellingly, the word \u2018fossil\u2019 never appeared in the closing statements of any of the COP-meetings. Until COP-28. <sup><a href=\"#footnote_9_3605\" id=\"identifier_9_3605\" class=\"footnote-link footnote-identifier-link\" title=\"https:\/\/unfccc.int\/news\/cop28-agreement-signals-beginning-of-the-end-of-the-fossil-fuel-era\">9<\/a><\/sup><\/p>\n\n\n\n<p>The closing statement of COP-28 (2023) contained the following, as global efforts that states need to contribute to: <sup><a href=\"#footnote_10_3605\" id=\"identifier_10_3605\" class=\"footnote-link footnote-identifier-link\" title=\"https:\/\/unfccc.int\/sites\/default\/files\/resource\/cma2023_16a01_adv_.pdf\">10<\/a><\/sup><\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u2018<strong>Transitioning away from fossil fuels in energy systems<\/strong>, in a just, orderly and equitable manner, accelerating action in this critical decade, so as to achieve net zero by 2050 in keeping with the science\u2019 and <\/p>\n\n\n\n<p>\u2018<strong>Phasing out inefficient fossil fuel subsidies<\/strong> that do not address energy poverty or just transitions, as soon as possible\u2019.<\/p>\n<\/blockquote>\n\n\n\n<p>The presidency of COP-30 (Bel\u00e9m, Brazil 2025) had wanted to produce a roadmap to phase out fossil fuels, but, because of this requirement for unanimity, this did not happen. At the close of COP-30, however, the governments of Colombia and the Netherlands announced that they were to co-host a conference to produce such a roadmap. They invited different types of stakeholders to provide input: Parliamentarians; Academia; Private sector; Communities, including Indigenous peoples, NGOs, Afro-descendant communities, Smallholder farmers, Women and diverse groups, Youth, Social movements, and Trade unions. <sup><a href=\"#footnote_11_3605\" id=\"identifier_11_3605\" class=\"footnote-link footnote-identifier-link\" title=\"https:\/\/transitionawayconference.com\/participants; https:\/\/transitionawayconference.com\/contributions\">11<\/a><\/sup> During the conference, delegates from 57 countries came together for six days of deliberation and negotiation.<\/p>\n\n\n\n<p>The conference was organised around three themes:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Reducing economic dependence on fossil fuels, e.g., overcoming systemic lock-ins and entrenched power;<\/li>\n\n\n\n<li>Transforming supply and demand, e.g., banning new fossil infrastructure and phasing-out fossil subsidies;<\/li>\n\n\n\n<li>Advancing international cooperation; e.g., with regards to new legal frameworks and sharing knowledge.<\/li>\n<\/ul>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"560\" src=\"https:\/\/www.scientistrebellion.nl\/wp-content\/uploads\/2026\/05\/IMG_1827-1024x560.jpeg\" alt=\"\" class=\"wp-image-3625\" srcset=\"https:\/\/www.scientistrebellion.nl\/wp-content\/uploads\/2026\/05\/IMG_1827-1024x560.jpeg 1024w, https:\/\/www.scientistrebellion.nl\/wp-content\/uploads\/2026\/05\/IMG_1827-300x164.jpeg 300w, https:\/\/www.scientistrebellion.nl\/wp-content\/uploads\/2026\/05\/IMG_1827-768x420.jpeg 768w, https:\/\/www.scientistrebellion.nl\/wp-content\/uploads\/2026\/05\/IMG_1827-1536x840.jpeg 1536w, https:\/\/www.scientistrebellion.nl\/wp-content\/uploads\/2026\/05\/IMG_1827-2048x1120.jpeg 2048w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><figcaption class=\"wp-element-caption\"><em>Agenda for the <em>First Conference on Transitioning away from Fossil Fuels <\/em><sup><a href=\"#footnote_12_3605\" id=\"identifier_12_3605\" class=\"footnote-link footnote-identifier-link\" title=\"https:\/\/transitionawayconference.com\/methodoloy\">12<\/a><\/sup><br><\/em><\/figcaption><\/figure>\n<\/div>\n\n\n<p>Interestingly, science was the conference\u2019s starting point; a <em>Scientific Panel on Energy Transition<\/em> was launched on the first day. <sup><a href=\"#footnote_13_3605\" id=\"identifier_13_3605\" class=\"footnote-link footnote-identifier-link\" title=\"https:\/\/www.theguardian.com\/environment\/2026\/apr\/25\/new-global-panel-aims-to-accelerate-move-away-from-fossil-fuels\">13<\/a><\/sup> This was rather refreshing, compared to how negotiations in climate diplomacy typically go, with lots of time spent on politics.<\/p>\n\n\n\n<p>Moreover, the participating countries do want to phase-out fossil fuels and want to base their plans on insights form scientific research. \u2018Here, you have a coalition of governments that decided they actually want to be informed by the science,\u2019 says Margaretha Wewerinke-Singh, a well-known expert on climate-change law from the University of Amsterdam.
